Background of Japan Overseas Development Assistance Projects in Northern Luzon- PAGASA

Japan assistance to the Philippines particularly to PAGASA dates back to the 1960's through several cooperation projects. In 1963, Japan assisted the PAGASA in the establishment of PAGASA Port Area Meteorological Office (PAMO) and Radar Station and Virac Radar Station. The Virac radar was established on top of a hill at Buenavista, Bato, Catanduanes in 1968. The two (2) stations were equipped with JRC JMA – 118 A/E radars. Likewise, a JRC JMA – 118 A/E radar equipment was also installed at Guiuan in 1972. These systems provided analog radar image displays in grey scale.
In 1974, the Virac radar was replaced with JRC WSR 57 along with the establishment of radar station at Ducan, Aparri, Cagayan. The radar equipment at Aparri was a 5cm Toshiba TW 1163A. Later, the Ducan, Aparri radar was transferred to Punta Aparri location in 1987. The Virac and Guiuan WSR 57 radars were then upgraded to WSR 77. In 1994, Virac, Guiuan and Aparri radars were upgraded thru the Meteorological Telecommunications Systems Development Project (MTSDP) funded by the Overseas Economic Cooperation Fund. The upgrading provided digital data achieved after processing of the radar signals. The colored images are displayed delineating rain areas and rainfall estimates have big increments.

The radars provided observations of weather systems coming from both the West Philippine Sea and Pacific Ocean such as rain systems associated with Southwest Monsoon and Northeast Monsoon, tail end of cold front, sea breezes, easterly waves , intertropical convergence zone (ITCZ) and tropical cyclones (TC). TC crossing Luzon within the 400km range of the radar were tracked and reported thru coded messages (FFAA report of TC eye fixes and FFBB report of rain area and rain intensity).

At that time, the earlier radar observations presented tedious jobs whereby from images, important signatures are encoded, decoded and re-coded for transmission and for meaningful interpretations of meteorologists. The trainings provided by
Japan enabled PAGASA meteorologists to operate, maintain the equipment and utilize radar data in identification of weather echoes especially the determination of TC centers. The determination of the echoes' areal extent and the extrapolation of echoes in space and in time served as simple forecasting tool for the general warning of residents. The data were also utilized by other forecasting centers such as Japan Meteorological Agency (JMA) thru the global telecommunication system. The knowledge gained from the equipment maintenance trainings were applied to maximize the life spans of the radars. There were limited archiving of data and images were kept as clippings for reference.

The Port Area radar did not have a replacement when the radar station got burned in 1978.

The Aparri, Virac and Guiuan systems were rehabilitated in 2005 funded by the Philippine government. PAGASA radar experts and Japanese consultants worked together in the rehabilitation of the systems. However, radar parts were limited and some were due for phase out because of the introduction of new technology. The radars were retired from service in 2010 when the government of Japan provided the Philippines thru Japan International Cooperation Agency (JICA) the Grant Aid package that started implementation in 2011.

The JICA Grant Aid package initiated in 2009, started in 2011 and completed in September 2013 is a significant breakthrough in PAGASA weather works whereby new state of the art Doppler radars were installed at strategic sites of Virac, Aparri and Virac. The new state of the art Doppler radars have reliable detection range increased to 0.5mm/hr within 350kms and to > 1mm/hr within 450kms, replacing old systems with detection range for 0.5mm/hr of up to 200kms, for 1mm/hr at 300kms and for > 5mm/hr at 450kms. Display of dBZ and rain estimates are refined to closer ranges. This is achieved with constructed new radar towers at all sites increased to 39 m height from ground level and installation of solid state radars with new state of the art radar signal propagation/transmission, receipt, return signal processing and display systems completed and made operational in 2011 for Virac, 2012 for Aparri and middle of 2013 for Guiuan. The new Doppler radar systems provided radar signal digitization before data processing that preserved the original characteristics of radar signals. A dedicated and reliable Very Small Aperture Satellite communication link is also provided by the JICA Grant Aid for radar real-time digital data transmission from the sites in Virac (Catanduanes), Aparri(Cagayan) and Guiuan (Eastern Samar) to PAGASA Weather and Flood Forecasting Center (Quezon City).

The JICA Grant Aid likewise provided ancillary systems for the new Doppler radars' full and non-stop operation such as generators, uninterrupted power supply, cooling systems and lightning detection and protection systems. Spare parts were also provided. Trainings for equipment managers, technicians and forecasters were conducted The high technology state of the art systems utilize environment friendly pulse compression technology and further generate value added products for severe wind, rainfall, hail and other nowcasts information that are likewise processed for the use of PAGASA in forecasting of heavy rain laden weather systems, early warning of coastal storm surges, riverine floods, flash floods and landslides. In Northern Luzon, the Aparri Doppler radar upon its completion in 2012 is being used in the monitoring, tracking and forecasting of tropical cyclones. In 2013, PAGASA weather forecasters have used the Aparri radar images in advisories and early warning issuances of destructive tropical cyclones in northern Luzon such as Labuyo, Odette, Santi and Vinta.

Indeed, the Philippines are such a lucky country to benefit from state of the art technology weather monitoring systems from Japan.

Northern Luzon PRSD

The Agno River has a drainage area of 5,809.3 sq km. at the Bañaga station and is the third largest river in Luzon Island next to the Cagayan and Pampanga rivers. A half of its drainage area particularly the watershed in Benguet Province is mountainous having an average elevation of about 2,000 m above MSL. The main branch is the Tarlac River with drainage areas of about 1,900 sq km including Poponto swamp and which joins the Agno River in midstream from the left at Bayambang Pangasinan. The Tarlac River has its source in Mt. Pinatubo in Tarlac province. The Agno river has a course of about 200 km, 90 km of which runs in mountainous areas. The Agno River, after passing through the mountainous areas, forms a vast alluvial fan and a delta, and then flows into Lingayen Gulf. This fan and delta comprises the Pangasinan Plain. Poponto swamp is located in the vicinity of Bayambang, Pangasinan where Tarlac River joins the Agno River, the swamp temporarily retains flood water from the Tarlac River. Dagupan and Sta. Barbara form the center of the Pangasinan Plain, which was formed as a result of floods from the Agno River. Changes on river course as well as river improvements led to the separation of the Agno River from the plain.

The climate in Agno River Basin is characterized by two pronounced seasons, dry from November to April and wet for the rest of the year. In drainage area the dry season is from November to April and the wet season from May to October Annual precipitation varies from 2,000mm in the neighborhood of Tarlac to 4,000mm in th upper stream of the Agno river, such great variation is caused by the influence of mountains on precipitation produced by monsoons.

Northern Luzon PRSD

The Cagayan River Basin is the largest river in the Philippines having a drainage area of 27,280 sq.km at the river mount in Aparri, Cagayan. It occupies the major part of Cagayan, Isabela, Qurino, Kalinga, Apayao, Mountain Province, Ifugao and Nueva Vizcaya provinces and small portion of Aurora province. The basin is chararacterized by a large central valley oriented north to south. The valley is bounded on the east by the Sierra Madre Mountains, on the west by the Cordillera Mountains, on the south by the Caraballo Mountains, and on the north by the coastline of the Babuyan Channel, The river has a length of 505 kms.

The climate of the basin is characterized by no pronounced maximum rain period and a short dry period. The average annual precipitation varies from less than 2,000mm in the northern part of the basin to more than 3,000mm in the southern mountainous part.

Overview

Sea surface temperatures (SSTs) at the tropical Pacific have slightly cooled but are still within El Nino levels. Atmospheric indicators such as cloudiness, trade winds and Southern Oscillation Index (SOI) do not show response to ocean temperatures for El Nino to become fully established. PAGASA's ENSO Alert System status remains at El Nino Watch (since July 2018) with an 80% chance to progress at weak El Nino during February-March-April 2019.

January to March 2019 Outlook

A weak El Nino is still possible during the period with likely impacts of below normal rainfall condition and warmer than average air temperatures.

The climate pattern during this season is characterized by widespread and heavy rainfall events that might affect the eastern sections of the country, coinciding with the Northeast (NE) monsoon season or "Amihan". Likewise, tropical cyclones (TCs) are generally less frequent, where the average TC tracks are mostly located over the southern part of the country originating from the northwestern Pacific Ocean and tend to move in a westerly direction. Weather systems that are likely to occur during the season are the NE monsoon, tail-end of cold front (TECF), thunderstorms, low pressure areas (LPAs), ridge of high pressure areas (HPAs), easterlies and one (1) or two (2) tropical cyclones.

For January to March, rainfall is predicted to be below to way below normal in most parts of Luzon except for some areas in eastern, central and southern Luzon that will likely experience near normal rainfall conditions. Moreover, Visayas and Mindanao provinces are generally expected to receive near normal rainfall. Predicted surface air temperatures are likely to be near average to slightly cooler than average in most parts the country with some areas that may also experience slightly above to above average temperature during the forecast period.

Gradual recession of rains associated 1J1.1ith the NE monsoon is expected during the latter part of March and surface air temperatures are expected to increase in most parts of the country.

April to June 2019 Outlook

With weak El Nino or not, El Nino-like conditions, characterized by warm and humid conditions with slight delay in the onset of the rainy season in the areas under Climate Type I, will be likely during the season.

The period covers the gradual shift of the season from NE monsoon to Southwest (SW) monsoon. The weather systems that may influence the country's climate are the HPAs, LPAs, inter-tropical convergence zone, thunderstorms, and two (2) to four (4) tropical cyclones. During the period, the mean track of TCs is located from southern Luzon to central Visayas areas, extending towards the West Philippine Sea.

During April-May-June season, generally below normal rainfall condition will be likely in most parts of Luzon, except in some parts of the Cordillera Administrative Region and eastern

sections of Luzon, including the Bicol region1where near normal rainfall is expected. Moreover, near normal rainfall conditions are also anticipated in Visayas and Mindanao.

Surface air temperatures are predicted to be near to slightly above average in most parts of the country.

Philippine Agri-Weather Forecast

The weather systems that will likely affect the whole country are the southwest monsoon (SW), low pressure area (LPA), tail-end of a cold front, tropical cyclone and localized thunderstorms.

During the early days of the dekad, cloudy skies with scattered rainshowers and thunderstorms will be experienced over Metro Manila, CALABARZON, MIMAROPA, Bicol Region and Eastern Visayas due to the trough of LPA while the rest of the country will have partly cloudy to cloudy skies with isolated rainshowers. After this, another LPA may develop over the eastern section of Southern Luzon and bring cloudiness with rainshowers and thunderstorms over Metro Manila, Southern Luzon and Visayas. The remaining areas of the archipelago will experience good weather except for some chances of isolated rainshowers. During the second half of the dekad, Cagayan Valley, Metro Manila, Southern Luzon, Visayas, Zamboanga Peninsula and the province of Aurora will gradually experience cloudy skies with rainshowers and thunderstorms. However, the cloudiness may progress during the latter part of the forecast period, bringing rainshowers and thunderstorms over most areas in Luzon and Visayas. The rest of the country will experience partly cloudy to cloudy skies with possible occurrences of isolated rainshowers.

During the first half of the dekad, winds coming from the northeast will prevail over extreme Northern Luzon while Central Luzon and the rest of Northern Luzon will have winds from the northeast to northwest. The remaining areas of the country will have winds from the southwest to west. As the northeasterly winds continue to blow over extreme Northern Luzon, winds from the northeast to east will gradually prevail over Central Luzon, Metro Manila, CALABARZON, rest of Northern Luzon and the provinces of Mindoro, Marinduque and Romblon during the second half of the dekad. Visayas and Palawan will experience winds coming from the southwest to southeast while Mindanao will have winds from the southwest. During the latter part of the forecast period, the extreme portion of Northern Luzon will have winds from the northeast to east while Visayas and the rest of Luzon will have winds from the southwest to southeast. The rest of the archipelago will have winds from the southwest to west.

During the early days of the forecast period, the coastal waters over Northern Luzon will be moderate to rough while the rest of the archipelago will have slight to moderate seas. After this, the seaboards of the whole country will be slight to moderate. The coastal waters over Northern Luzon will gradually become moderate to rough during the second half of the forecast period. This condition will progress over the coasts of Central Luzon.

Weak to moderate La Niña is likely to persist across the tropical Pacific until the first quarter of 2021.
